The difference between Copyright and Licensing when a photographer has been commissioned is as follows...

Copy right is about the ownership of an image, which belongs to the photographer.

Licensing is given to the client which gives them rights to use the image to fit their requirements. This agreement is between the client and the photographer and outlines the type of usage and length in time the image can be used. Once this agreement has expired or requires adjusting, the client would then negotiate further with the photographer for an additional cost.
